hello, that's a common issue with that game. try one of the following: 1) press Alt+Enter to make game to appear in fullscreen. 2) if you have Radeon videocard, then disable "virtual super resolution" in AMD Radeon Software. 3) if you have Nvidia videocard, then disable "DSR"-related options in Nvidia Control Panel.
So its likely a driver or software issue of some sort then. Bad luck, easiest way to fix that is reinstall windows haha. If you can find the driver or software thats conflicting with the game you'll be able to fix it, but thats quite a process. Last edited by scottie ; Jun 30, 2018 @ 6:31am.
I was having the weird high resolution issue, but ALT + ENTER fixed that. However, I can't use the mouse to interact with menus (not sure if that's normal or not) AND when I go into graphics settings, it'll show the categories on the left side of the screen (resolution, fullscreen or borderless, etc) but the options on the right side of the screen don't show up, apart from occasionally
Even if the Trilogy doesn't run at 60FPS on PC, we might be able to bypass it through configuration files, or someone will find out the correct offset value(s) to change by hex-editing the executable. Let's just hope that 60FPS (or even unlimited) is the default, which is what PC is meant for these days.

Crash 1 104% bug solution. Hey, if you've been stuck like me at 104% completion because you didn't do Stormy Ascent before beating the game, this guy has found a solution that won't mess your stats or anything. Worked for me. Just putting it in quote in case the link is removed.
NTSC also had lower resolution (480p vs 576p). This is why some elements have more height with NTSC, like in this video. However, PAL mostly had a small letterbox (black bars on top and bottom) in game, because (I think) it used the NTSC resolution centered.
as for issue itself, it seems game has problems with detecting screen resolution and cannot initialize graphics right. deleting the file above resets game's resolution and, sometimes, may help to run the game
